The non-weapon proficiency rules from the PHB will not be used for this campaign. Characters will gain bonus languages from high INT values, however.
Players will generate characters using a point buy system. Players will have 42 points to spend and will do so using the table below. Note that low scores have a negative cost associated with them. These are points that a player gets back for picking low ability scores. Thus, a player may actually get more than 42 points to spend, provided he or she takes at least one ability score below 10. Once the character's final stats are selected, any unspent points are discarded. Also note that no attribute above 18 may be purchased. All racial modifiers are applied after all attribute scores are finalized and do not affect the point cost.

Example: To generate a character with two 18 attributes, a player decides to take a two low attributes, a 7 and a 9. The two 18's cost 22 points each, but the 7 and 9 have a point cost of -3 and -1, respectively. As a result, the player has spent only 40 points. With the remaining 2, he decides to get an 10 (0 cost) and a 12 (2 cost), for a final cost of 42. Wanting to build a wizard, he then assigns them as follows: 7 STR, 18 DEX, 9 CON, 18 INT, 15 WIS, and 11 CHA. Selecting elf as his race, he applies the elven adjustments(+1 to DEX and -1 to CON), for a final attribute list of 7 STR, 19 DEX, 8 CON, 18 INT, 15 WIS, and 11 CHA.
